Mince the onion and bell pepper.

Warm the milk in a pot. Melt the butter in another pot, add the flour and mix well. While mixing, add warm milk little by little, and cook until the mixture becomes thicker.

Fry in low heat the minced onion, and when almost golden add the bell pepper and fry until almost cooked. Add the minced meat and fry until everything is cooked and there is almost no oil. Add salt and pepper. Finally, add the tomato and some sugar if possible.

With this pasta specifically for canelones you have to fill them and put them in a tray. Otherwise, if you have lasagna sheets, read the instructions: boil them first and wrap the filling inside. After you put them all in a oven tray add the bechamel.
